  3.      energy in the colony was drawn into the production of the 
  4.      staple commodity both directly and indirectly. Population 
  5.      was involved directly in the production of the staple and 
  6.      indirectly in the production of facilities promoting 
  7.      production. Agriculture, industry, transportation, trade, 
  8.      finance, and governmental activities tend to become 
  9.      subordinate to the production of the staple for a more 
  10.      highly specialized manufacturing community. These 
  11.      general tendencies may be strengthened by governmental 
  12.      policy as in the mercantile system but the importance of 
  13.      these policies varies in particular industries. Canada 
  14.      remained British in spite of free trade and chiefly because 
  15.      she continued as an exporter of staples to a progressively 
  16.      industrialized mother country.
